As far as numbers go, it'd be easier to attract more runners with the Citroen cam.
I feel that free cams would create a greater gap in speeds than the one that already exists; this poses a danger to people who are doing the 24hr as a one-off as you could end up with cars that are 10 or 15mph faster. These will also probably be the best handling cars, so you might find an increase in corner-entry incidents.
