Sprint Championship
Won by Phil Myatt.  Average of 15.1 cars per race (not including Snetterton)

Enduro Championship
Need Results from Lydden and Silverstone Stowe to be able to calculate the championship position – Trevor Williams to Sort.

24-Hour Race
Overall some good, clean racing.  31 cars raced, need 36 next year to break even.

3.   Treasurer's Report
Accepted – notes: No sponsorship was received.  The £700 for Snail's Pace seems excessive.  Despite this, club funds are healthy.

5.   The Year 2005
Race Meetings: 5 Weekends comprising a sprint and endurance race at each meeting, subject to BARC agreement. Snetterton to be a stand-alone Non-Championship Race.

There was much discussion on this point.  Phil Myatt suggested a multi-discipline championship that all sprints, enduros and the 24 should be part of.  This was followed by lengthy discussions about exactly how many sprint / enduro races we should have.  It was agreed to split the proposal into two parts, the number of race weekends and whether or not the 24 should be part of the sprint championship.  It was agreed that there should be five 2-day race weekends consisting of one sprint race and one 2-driver enduro race as well as a sprint race at Mallory and Cadwell Park.  It was also agreed that The 24 hour race should be part of the endurance cup and not the main championship.


A Club Car, paid for and maintained by club members available for "guest drivers". Appointed (volunteer) club member responsible for getting drivers, competition insurance etc. BARC / 2CVRC / AVO / Members to sponsor the car.

Race Numbers
Current system to remain i.e. default number is last's year's championship position, alternative numbers on a first come, first served basis.
Racing Membership Fees
To remain at £50 per person per year
Day Membership Fees
To remain at £15 per person per day, £30 for the 24 hr race weekend.
Associate Membership Fees
To remain at £15 per person per year.  It was agreed that the 2004 associate members had not had good value for money this year with only 3 Snails' Pace magazines being issued.  It was agreed that 2004 associate members should be given free 2005 associate membership.

Roy Eastwood was thanked for the support of ECAS by providing £10 vouchers in 2004.  There is no sponsorship in place yet for 2005.  Trevor Williams expressed the need for someone with suitable skills to volunteer as the marketing / promotions officer.


12.   AOB
Stuart Dean suggested having the current championship position of the driver in the rear window of the car during sprint races to help spectators to understand who was where.  He stated that he had a volunteer who would print the numbers for each car for free.  Concern was expressed that the MSA would not accept other numbers on the car as these could be confused with race number should a race be timed manually.  Trevor Williams and Stuart are to discuss further to see if feasible.

It was agreed that we should have a stand at the 2005 Autosport show if we could do so for a reasonable fee.

The 24 hr race is scheduled for the weekend of 24th / 25th June.  BARC are negotiating with Snetterton to reduce the track hire fee as the fee being asked is currently far too high.  Should these discussions not succeed, there is the potential of running the race at Pembrey on the same weekend.  Pembrey are building a pedestrian bridge and improving the pit lane and pit lane entrance.  There will be no pit garages so it we were to race there then we would have the canvass pit garages similar to those we used to have at Mondello.

Zoë Cardell is doing a Beaugelais run in a land rover to raise money for Great Ormond Street Hospital.  She is running a sweepstake whereby, for £10, you can guess the mileage that she will cover in the run and you may win a case of wine.  Contact Zoë Cardell for details.

Rickard and Matt Hollis are organising some events for the 2CV world meeting weekend.  This would include a specified area of the showground for us to show our cars etc.  It is still hoped to have a race weekend at either Knockhill or Croft on the weekend of the world meeting and to organise a convoy out from the world meeting to the circuit.

Ainslie Bousfield asked about the awards for driver of the day, marshal of the day, and best presented car that seem to have been omitted this year.  Trevor Williams will look into reviving these.

Pete Cardell-Williams suggested having our own club presentation ceremony after the race.  Trevor Williams to look into.

Wayne Cowling said that the club use to issue a "laurel" sticker to the winner of each race that should be applied to the winning car.  Trevor Williams will look into reviving these.

Sporting Regulations:

Success Ballast to be adopted by the Club.

It was mentioned that the "blue Book" regulation on this matter was being changed so that any ballast must be held in by at least 4 M8 bolts with a spreader plate under the car.  With this in mind, it was decided not to adopt this for 2005 but for the technical committee to look into it and make recommendations for 2006

Driver Change Enduro: Change for single drivers to Get Out / Close Door / Open Door / Get In

Reverse grid starts and qualifying points
Qualifying times are awarded points that count towards the championship, (to be decided, e.g. 10 points = pole, 9 = 2nd etc. down to 1 = 10th and all other position back). The qualifying times do not equal the grid starting positions. These are calculated from the championship positions, (bar the 1st round where they are drawn from a hat or last years championship order), and the entries with start in reverse championship order. Drivers have the option to start from the back if they declare so prior to qualifying.

New rule be added. The wording to read 'The 24 Hour race organising group to be given the freedom to make reasonable minor changes to the technical and sporting regulations, if in their view, such changes will help maximise the number of cars starting the 24hr race'.

Withdrawn – it was felt that by removing the race from the championship that we automatically have the right to change the technical regs for this race.  There was consensus that whatever the regs are, they should be fixed before the entries open for the race, and must be approved by the technical committee.

New rule to be inserted: 'The Technical Committee to review the possibility of a weight handicap system being introduced. Trials to be carried out. Once a considered proposal has been prepared, then an e-mail vote is to be taken, only to be actioned if 75% + of the paid-up members vote and 66% of those voting are be in favour'.

Trevor Williams stated that, as none of the following proposals were put to the technical committee before the "three month" deadline, these proposals could not be voted on for the 2005 season.  Much discussion ensued: it was eventually agreed that any technical proposals for the 2006 season should, as a guideline, be with the technical committee by 1st July 2005.  It was agreed that these proposals would be discussed and voted upon, where a positive vote was gained, then the technical committee would be asked to look at the proposal and recommendations upon them in the 2005 AGM for possible introduction in 2006.

No changes to tech regs for 2005 as a period of stability

Use only 18/26 Carb, ban 21/24 carbs. All other permitted carb mods to stay the same.

These two proposals were discussed together.  The reason for the proposals was that it as felt that is becoming harder to find good carburettors.  It was mentioned that some club members had managed to get old carburettors reconditioned for sensible prices.  Reconditioned carburettors are allowed by our current regulations.  Technical committee are to look into the reconditioning of carburettors and are to make the information freely available to club members.  

Tyres: Allow the use of Smart Car tyres of sizes 135/65/R15 and 145/65/R15 – only if a manufacturer is listed by the MSA for motorsport use.

The reasoning for this proposal was the fear that the 145x15 tyres that we are currently using may become scarce.  It was mentioned that most people could do the 24 hour race on 4 or 5 tyres, and that a set could easily last a season.  We have very little history of tyre failure.  Simon Pearson was asked to speak to Firestone (he is a firestone supplier) to ascertain the availability of the tyre and report back to the technical committee.

It was felt that that current regulation should continue but that the recommended cam timing should be made freely available to all.  The figure that Kent Cams have recommended is 111.2, see attached sheet for more information.  Phil Myatt was asked is this is what he set his engine to, his reply was, "Very close."

Standardisation of shock absorbers
Competitors will use any standard Citroen A-Series shock absorber (Ami inc. Super, 2CV, Dyane, A-Series van) or AVO adjustable shock absorbers only. Modification for the fitting of a nipple to vary the oil type held within the shock absorber is permissible on the Citroen A-Series shock absorber.

Use of Club Camshaft and Citroen Camshaft
Technical rules on engines remain unchanged in all aspects for 2005 except for the supplementary regulation as follows. Any engine will deemed legal and accepted to race with a standard Citroen Camshaft fitted (under the rules of 2003), however the vehicle using this camshaft must conform to and have fitted the following parts: (should the technical committee deem it appropriate and necessary).
   -125/15 tyres fitted all round
   -standard early or late type flywheel with no machining
-standard 2CV6 or Dyane airbox with standard manufacture recommended filter present in it correct placement.
-all fan blades fitted as standard
-a standard 2CV crossbox, interconnecting pipe and torpedo silencer and short exit pipe (from Merhari/Akvan) unmodified of the correct diameter and in their original manufactured positions.

Withdrawn as a proposal for the main championship regs but it was suggested that this could be added to the 24 hr race regulations as a second class.  The 24hr committee to look into.

These three proposals were discussed together.  After much heated discussion it was decided that the current camshaft specification should be published and freely available to all members (see attached) and that the technical committee should monitor engine reliability and failure rate.
