Minutes

1.   Apologies For Absence - W. Cowling

2.   Introduction and Chairman's Report

Acceptance of 2004 AGM Minutes - Accepted
Sprint Championship - Won by Pete Sparrow.  Average of 15.4 starters per championship race.
Enduro Championship - Also won by Pete Sparrow
24 Hour Race - Won by Tete Rouge.  
Trevor commented that this was the best 24hr race that he had seen.

3.   Treasurer's Report
Report unavailable at meeting due to Wayne's enforced absence.  Wayne to make report available at later date.  Trevor stated that the club has approximately £18,000 in the bank.

4.   Election Of Club Officers

Race Numbers
As before, numbers to be based on previous year's championship positions unless the driver has a preferred number agreed with the secretary, but now only driver finishing in the top 10 of the previous year's championship may request a number in the range 1 to 10.

Racing Membership Fees
Unchanged at £50 per year per member

Day Membership Fees
Unchanged at £15 per driver day or £30 per driver for the Snetterton 24hr race.

Associate Membership Fees
Unchanged at £15 per person per year.

Website
Dick's hard work on the website over the last year was acknowledged.  Pete Sparrow will now be helping Dick prepare some of the content.

Roy of ECAS was thanked for his sponsorship of the championship in 2005.  Club Committee to look at getting a club marketing officer to look for sponsors for the club and championship.

10.    AOB
The general consensus was that combining the AGM with the dinner dance was a success.  The date for next year's AGM / dinner dance to be decided once the 2006 racing calendar is in place.  The aim is to have the meeting approximately one month from the end of the season.

The possibility of putting in car video on the website was discussed – Pete and Dick to look into

Eliminating the "drop round" from the championship was discussed but Trevor explained that this was an MSA requirement.

Thanks to Paul and Phil for organising the 2005 24hr race.

It was requested that trophies be issued for 1st to 6th place for the 24hr race.



5. Constitutional Matters

Quorum
The quorum at all general meetings is to be Twenty Five percent (25%) plus one of the total of the fully paid -up members which number shall include the members of the Management Committee and the Technical Sub-Committee.

The proposal was altered to state that 18 fully paid up members constituted the quorum at the AGM and this was accepted.

6. Sporting Regulations:

Race Meeting and Championship Format
Revisions to the race meeting and Championship format to be made as agreed at the AGM

There was lengthy and heated discussion on this matter.  It was decided that all races (i.e sprints, enduros and the 24hr) would count towards the championship and that the 2CV Racing club would make club awards for a sprint race "cup" and an enduro "cup".

There was much discussion as to the format of the championship and consensus was reached that we would request that BARC arrange a championship for us that constituted 6 weekend of race meetings, approximately one month apart throughout the summer as follows:-
   24hr race
   double header sprint at Cadwell Park
   2hr race at Pembrey
   2hr race at Croft
   Sprint + 1hr enduro at Anglesey
   Sprint + 1hr enduro at Mallory or Lydden
It would also be requested that one of the 2hr races take place before the 24hr race so that teams may use it as a "warm up" for the 24hr race.  It was also mentioned that Knockhill and Croix would be suitable venues for a race meeting.

The meeting was reminded that this was only a request that be put into BARC and that the actual structure of the championship may differ substantially from this.

Reverse grid starts and qualifying points
Qualifying times are awarded points that count towards the championship, (to be decided, e.g. 10 points = pole, 9 = 2nd etc. down to 1 = 10th and all other position back). The qualifying times do not equal the grid starting positions. These are calculated from the championship positions, (bar the 1st round where they are drawn from a hat or last years championship order), and the entries will start in reverse championship order. Drivers have the option to start from the back if they declare so prior to qualifying.

The 24hr race gives points for the sprint championship
Same as what happened 2004 and prior to that, points are awarded to the top 15 drivers. Crucially the weighting of these points mean it is possible that a bad result in the 24hr does not wreck your chances for championship glory but also that the points awarded are significant enough to encourage drivers to complete in the sprint series and not just do the 24hrs.

7. Technical Regulations:

a. Recommendations Of The Technical Committee

From 2004 AGM:
·   Alternative Carburettor: Recommended not to change as reconditioning is available

Technical Committee Recommendations for 2006

Tyres: Allow the use of Michelin 145x80 XZX tyres as well as Firestone F560 tyres. Transition period to be no less than one full season. Tyre Supplier to be decided on after further discussion.

Specific reference to be made in the Technical Regulations to allow reconditioned crankshafts to be used. Parameters etc to be recommended by the Technical Committee
Accepted but there was much discussion on how to allow this but to prevent expensive balancing.  Knife ending was to be strictly prohibited.  The Technical Committee is to provide a specification to Trevor by November 3rd.

b. Proposals Approved By / Submitted To The Technical Committee:

Use of Club Camshaft and Citroen Camshaft
Technical rules on engines remain unchanged in all aspects for 2006 except for the supplementary regulation as follows. Any engine will deemed legal and accepted to race with a standard Citroen Camshaft fitted (under the rules of 2003), however the vehicle using this camshaft must conform to and have fitted the following parts: (should the technical committee deem it appropriate and necessary).
   -125/15 tyres fitted all round
   -standard early or late type flywheel with no machining
-standard 2CV6 or Dyane airbox with standard manufacture recommended filter present in it correct placement.
-all fan blades fitted as standard
-a standard 2CV crossbox, interconnecting pipe and torpedo silencer and short exit pipe (from Merhari/Akvan) unmodified of the correct diameter and in their original manufactured positions.

The bonnet may be secured to the shell by another method than the original hinge
The original hinge may be removed and the bonnet fastened by any other method providing it is safe and secure and does not alter the silhouette of the vehicle.

Class B is created to actively promote newcomers to allow them to competitively race in less developed cars.  
Cars running under the same rules as the current championship but with the changes stated in proposal above, are entered as a separate class, allowing drivers to instantly be competitive with those in their class. This will raise their enjoyment, reduce their costs and make it more likely that they will return to race in future races.
